Abstract

Consociational is a form of government involving guaranteed group representation, and often suggested for managing conflict in a very divided society.It is often seen as synonym with power sharing, although technically only one forms of power sharing. Theories that related to consociational are consociationalism theory and consociational theory.Goals of consociationalism are to focus on the stability of the government, the survival of power-sharing arrangement, the survival of democracy and avoid violence.The principal argument in theory of consociational is divided territory, region or state, with a history of ethnic conflict, religious or linguistic divides people, it is an effective, cost-efficient and sometimes optimally governed by consociational principles. Perfect consociational democracy is concerned with the four principles of organization.The methodology analysis used for the consociational concept is the Wilson concept analysis.The process of concept analysis in Wilson methods involves isolating questions with regard to the concept and determine the important or not important elements in consociational.Actual examples for consociational concept, contrary example and other examples used to meet the Wilson concept analysis. The objective of this analysis is to distinguish between attributes that defined in consociational concept and unrelated structures, and to determine the internal structure through break to the more easily elements.The findings of the concept analysis found that consociational and consensus democracy is fit perfectly with each other.In highly segmented society, consociationalism become caregiver to community segmented problems. While, consensus democracy provides many incentives for broad power sharing.Consociationalism need that situation and ensures that all key groups included in it. Consensus facilitates democracy but consociational democracy demands segments autonomy.Consociation namely a political order in which various groups such as ethnic or racial population in a country which shares power in accordance with the agreed mechanism or formula can be responsible realism. Realism is the view that world politics are driven by self-interest compete.Realism also related to the human ability to receive event or situation as it actual and deal with it in a practical way.The integrationist criticized consociationalist as unrealistic. Suggestion for consociational is necessary to grand coalition that is inclucive executive that contains the holder a more moderate view of the previously warring segments ethnic and also radical.Need for constructive political behaviour by politician representation that sufficient number to ensure dividing of authority or power sharing so that the system can ensure a democratic and liberal management of the population of different ethnic and religious groups.
