Abstract

The potential linkages between demographic transition and innovation policy have appeared as a source of policy interest and concern in recent years, including in high-growth "emerging" economies.The specific thrust of the paper is two-fold.The first is a selective review and synthesis of recent academic, industry and policy research worldwide on implications of demographic transition in socalled developed and developing countries on the changing loci of global production, consumption and research.A related strand of research to be also considered analyzes the rise of high-growth metropolitan and urban clusters as poles of growth.Both these areas of research speak to prospects for creating higher value-added output based on intangible inputs such as highly skilled and creative labor and intellectual property.The main question to be reviewed is how these findings speak to the realities and opportunities of the "demographic dividend" specifically in advanced middle-income economies like Malaysia and Chile which aspire to achieve "developed country" status within this decade.The second thrust of the paper explores the implications of the above findings on national innovation strategies in these advanced middle-income economies.This review will especially focus on how these findings relate to the "middle-income trap" between low-wage production and production based on advanced national innovation systems.A comparison of demographic trajectories is assumed to be a key, albeit indeterminate, variable in the relative prospects of these countries to achieve stated innovation and development goals.Relevant findings from number of illustrative case studies from Asia and Latin America will be cited from the extant literature.
