Abstract

In Nigeria today, There are several institutions charged with one form of protection and assistance to internally Displaced Persons (IDPs) with the hope of enthroning an enduring and lasting solution to these less attractive vulnerable group of persons who resides within the territory of their own country albeit manifest inconceivable paradoxes. In discharging their responsibilities, these institutions has been enmeshed in war of supremacy due to absence of clear cut mandates in their respective enabling laws.To say the least, the fallout of this misnomer is unnecessary depravity resulting from uneventful and wasteful depletion of scarce resources ear marked to better the lots of displaced population in Nigeria. This paper being a hybrid of both empirical and conceptual analysis critically examines this unfortunate but highly avoidable trend. It reveals at the end that protection of displaced persons can only be properly ensured where institutions are created with clear obligations rather than creating regiment of institutions serving no identifiable purpose. The significance of this paper to the government is accentuated by the current clamour to prone down a number of institutions carrying out similar functions in Nigeria necessitated by the global economic crunch and in this wise internally displaced persons who depends on the pro-active response of this institution can be guaranteed of timely and meaningful intervention
