Abstract
The implementation of a Minimum Wage Order (MWO) beginning 2012 has affected employees’ pay and the employment of foreign labour. Poor compensation is often mentioned as the main cause of local workforce refusal to work in the hotel industry. The objective of this study is to develop a compensation plan that address the issue of high dependence on foreign labour. In addition, human capital investment practices in the hotel sector are also investigated. Luxury hotels in Peninsular Malaysia were selected due to their employment of foreign labour, and their ability to invest in human capital. This study used mixed method to obtain data. It is discovered that while competitive compensation can attract local workforce, some employers prefer employing foreign labours
