Abstract

This paper examines Malaysia’s total defence policy (HANRUH) from the perspective of Reserve Officer Training Unit (ROTU). HANRUH was established in 1986. It was part of the military strategy under Dasar Pembangunan Negara (DPN) or National Defence Policy. Its main purpose serves as self-reliance defence. Apart from that, HANRUH also aims to increase public awareness of civilian involvement in defending the nation. Since 1980s, the government institutions such as the Ministry of Higher Education and the Ministry of Defence has formed ROTU in selected public universities. At present, there are 20 public universities having ROTU namely UKM, UPM, UM, UiTM, USM, UUM, UTM, UMS, and UNIMAS as to produce university participants in HANRUH
